Is the size a radius or a diameter?
A diameter: /worldborder set 10000 makes a square 10000 blocks wide, so 5000 blocks from the centre to each edge.
Does the border stop new chunks?
Players cannot go past it, so chunks outside are not made. Pair it with pre-generation inside the border.
Can the border move slowly?
Yes, /worldborder set 20000 3600 grows it over an hour.
